About Us

The California Education Policy Fund (CEPF) is housed at and managed as a sponsored project of Rockefeller Philanthropy Advisors (RPA). RPA has engaged Capitol Impact, LLC, a Sacramento-based education consulting firm to provide targeted technical assistance to support grantee efforts and encourage collaboration and coordination amongst grantees.

CEPF is tasked with supporting an ecosystem of nonprofit organizations focused on education policy reform, implementation and advocacy at state and local levels, with an emphasis on disadvantaged students. CEPF invests in high-performing, action-oriented organizations focused on high-quality policy implementation, local organizing and advocacy groups as well as nonprofits that focus on research, policy analysis and information sharing. To date, CEPF has selected and funded four cohorts of grantees. Applications are accepted on an invitation-only basis.

Program Management

Rockefeller Philanthropy Advisors

The CEPF is managed as a sponsored project of Rockefeller Philanthropy Advisors (RPA). RPA is a nonprofit organization with a proven track record in operating complex, multi-million dollar philanthropic projects focusing on a variety of donor interests including education, human services, the environment, arts, health and economic development.

RPA operates three offices in the U.S., including one in California (San Francisco). With thoughtful and effective philanthropy as its one and only mission, RPA has become one of the world’s largest philanthropic advising firms and currently advises on and manages over $280M in giving.

Capitol Impact, LLC

RPA has engaged Capitol Impact, LLC., a Sacramento-based education consulting firm with deep knowledge and expertise in statewide education reform, policy, strategy, research and project management to provide technical assistance and content expertise to CEPF. Capitol Impact has experience as a close working partner and counsel to The William and Flora Hewlett Foundation and other major educational funders and organizations throughout the state.

In partnership with RPA, Capitol Impact provides targeted technical assistance to and collaboration facilitation of CEPF grantees to further leverage the complementary work of grantees. Capitol Impact Principals include Jay Schenirer, Christopher Cabaldon and Rick Miller. Sasha Horwitz manages day-to-day operations of CEPF.
